ABSTRACT

This chapter makes three major claims. First, anti-terrorism takes priority for the Trump administration over all other threats to the United States. Second, the nature of the terrorist threat is complicated by the links between domestic and external factors, by the multiplication of terrorist groups throughout the world, and by the introduction of “lone wolves” as well as organized attacks. Third, internationally, the Trump administration has largely continued the policies of the Bush and Obama administrations. Domestically, Trump has focused on anti-immigration measures and building a ‘wall’ to thwart terrorism but has continued the homeland security policies of prior administrations. Internationally he relies on military measures.
