ABSTRACT

This chapter focuses on how various types of schools have an impact on student achievement and engagement outcomes with a particular focus on the charter school sector. It examines the portfolio of choice available in the Indianapolis urban area, where the central school district office has not intentionally employed a portfolio management model. When examining the school level, a challenging, yet critical task is to examine whether different school sectors produce more positive student outcomes, whether that be state test scores, graduation rates, college enrollment, or other academic and social outcomes. The proportion of Black students who transition from public to charter, Catholic, and other private schools is greater than the overall proportion of Black students in these three types of schools. Students who transfer from a public school to a school of choice tend to be lower achieving at baseline.
