ABSTRACT

The Department of Family Welfare, Ministry of Health and Family Welfare; the National Human Rights Commission and the United Nations Population Fund (UNFPA) jointly organized a two-day Colloquium on Population Policy – Development and Human Rights at the India Habitat Centre, New Delhi. The participants of the Colloquium appreciated the efforts made by the State Governments/Union Territories and the Union Government to frame and implement population policies, and, after having deliberated on these population policies and the related human rights issues, agreed to: recognize the importance of having a population policy framed by the Central and State Governments to achieve population stabilization goals of the country; and to further emphasise that for a successful implementation of any programme for population stabilization, a rights-based approach is far more effective than a coercive approach based on disincentives.
