ABSTRACT

Territorial-production complexes (TPCs) have already shown themselves to be a progressive form of spatial organisation of productive forces in solving regional intersectoral problems of national rank. The TPCs are subjects of national planning and control, their development elaborated within the framework of the Automated Planning Computing System of the Union of Soviet Socialist Republic's State Planning Committee. The main task of the TPC control bodies is to ensure a proportional and balanced TPC creation process to achieve the goals set with the least amount of all kinds of inputs. Putting into practice the new, simultaneously intersectoral and regional form of social production requires a high level of management organisation. The main estimates for the priority TPCs for the decade to come are included in the main economic and social development directives of the Soviet Union.
