ABSTRACT

This chapter explains Lithuania's shifting deterrence concept after 2014, describes measures Lithuania has already implemented and analyses remaining challenges. It provides an overview of the security context in Lithuania. The chapter explains Lithuania's historically shaped perceptions of Russia in more details. It describes shifts in national strategic documents and doctrines since 2014. The chapter provides an overview of practical steps Lithuania can take to increase its military capabilities. It takes on the challenges Lithuania still needs to overcome to improve the credibility and substance of its deterrence abilities. The government initiated a revision of Lithuania's National Security Strategy that reflected new challenges and threats, changes inspired by Russia's aggressive behaviour. Despite the transformation of military doctrine and the commencement of modernising the army, Lithuania is still only in the initial phase of establishing effective deterrence conditions. Lithuania is still searching for the right combination of actions and strategies for credible deterrence.
