ABSTRACT

This chapter is on organizational tools, focusing on governance capacity. The discussion will include work on agencification and link the discussion to different reform trends such as NPM, Neo-Weberian Models and New Public Governance. Both formal changes in the organizational landscape (horizontal and vertical specialization) and tools linked to new procedures such as performance management could be included. Especially organization for wicked issues and challenges of coordination when facing transboundary problems and misfit between organization structure and problem structure are topics that will be covered. This includes the development of new partnership and network arrangements in the shadow of hierarchy.
