ABSTRACT

This chapter suggests that the starting point for implementation of Total Quality Management (TQM) processes was a review of organization to identify the strengths and weaknesses; OFSTED reports are exactly that. Some schools and colleges are already a long way along the path of implementation, and the OFSTED report will confirm progress. Usually quality is sold under one of many brand names causing misunderstandings as to which approach is the right one for each school. TQM is probably the most misunderstood as it encompasses all other elements. TQM is a philosophy that seeks to create an ethos of continuous improvement in a supportive environment where individuals take responsibility for their own processes. Governing bodies have yet to take on the active supportive roles required to implement TQM. However, industy/commerce-based governors who have experienced TQM implementation in their own organizations can bring valuable understanding and support to the school.
