ABSTRACT

This chapter presents the results of the comparative analysis. It describes the arena, presenting a list of the main actors, their interests and resources, and the ways they interact with each other. Renovation projects are primarily meant to improve both social and physical structures in neighbourhoods. When renovation projects are scheduled where many owner-occupiers reside in the neighbourhood, the housing association and municipality are often inclined to have them participate in the project. An evaluation of government programmes to encourage home energy conservation in the 1970s—through such means as tax deductions, regulation, energy audits and weatherisation programmes—showed that the effects were marginal in size and minimal in impact. National energy conservation policy programmes often contain a 'policy mix' that comprises different instruments in which economic incentives are facilitated by communicative instruments, such as information campaigns, workshops, and education and home audits.
