The local project level is also included in the process through the 'human rights-informed' Social Impact Assessment (SIA). Integrating human rights into SIAs may well put an end to assessing social impacts with one eye shut. In addition to the human rights, country-level risk analysis, a legal analysis of the host country's legal framework needs to be conducted vis-a-vis the basic universal human rights obligations of corporations. Corporations lack a proper concretisation of Corporate social responsibility expressed by minimum responsibilities with respect to each human right. The country risk analysis identifies where risks arise due to a lack of legislation or lack of adequate enforcement of national legislation. If the implementation mechanism of HRIA is to be widely applied it has to be made easily operational. Cost-efficiency and 'user-friendliness' of the proposed approach are important issues to consider when comparing with other HRIA approaches.
