ABSTRACT
Delegates to the 1972 United Nations Conference on the Human Environment (UNCHE) in Stockholm created the UN Environment Programme (UNEP).1 Delegates to the ‘Earth Summit’, the 1992 UN Conference on Environment and Development (UNCED), subsequently felt the need to mark their meeting with the creation of another institution, this time with the words ‘sustainable development’ in its title. They designed the UN Commission on Sustainable Development (CSD) to co-ordinate implementation of their agreements, particularly the 40-chapter Agenda 21 that outlines a plan for achieving sustainable development in the 21st century.
