A role for negotiated environmental agreements in developing countries?

There is a growing appreciation among environmental policy-makers of the diminishing returns associated with the traditional approach to environmental regulation. This appreciation, coupled with the trend in most countries towards deregulation, and reinforced by the increasing adoption of proactive environmental strategies within industry, has resulted in the widespread use of alternative policy instruments that favour a more co-operative approach to environmental policy-making.
