ABSTRACT

This chapter intends to propose one possible schematic ‘step-by-step’ approach to preparing, concluding, evaluating, assessing and reviewing new voluntary agreements in the field of environmental protection. This approach was designed using general theoretical knowledge as well as past experience with agreements in the Czech Republic and abroad. The model of the procedure was conceived as a tool that could be used by the state administration and other potential participants of voluntary environmental agreements (VEAs), not merely for the purposes of discussing the potential of a general application of voluntary agreements as a tool of environmental policy, but also as an open framework for preparing specific agreements.
