ABSTRACT

Effectiveness analysis, as I suggest in Chapter 23, establishes a number of key characteristics that can be used to assess the merits of any particular voluntary agreement. Several characteristics are identified, as shown in the template in Table 18.1. Five sets of characteristics are included:

Confining characteristics recognise that in any voluntary agreement the main parties accept that they will try to achieve certain goals, and that specific incentives and disincentives are associated with any agreement that they enter into.
