ABSTRACT

The optimal policy mix (OPM) framework is a methodology for considering environmental objectives (ends) and policy instruments (means) in the development of environmental policy. It is primarily geared to public policy-making and to helping public policy decision-makers in policy analysis, formation, planning and assessment. In so doing, it seeks to ensure consideration of the different means that can be used to address particular ends, while enhancing understanding of key issues in the policy formation process.
