ABSTRACT
Demographic projections are one of the more reputable means available for predicting the future. They are known to be imprecise and influenced by unforeseen turns of events. It is a rule of thumb that labor market projections are not at all reliable when carried beyond five years. Labor force analysts assumed that the age of students entering college and entering graduate schools remains Constant, but the growing fashion of continuing education or adult education and the emphasis on older students by many institutions of higher learning have radically altered the age composition of people entering the educational process at different stages. An uncivilized society is one which directs the energies of all of its citizens to produce what it perceives to be its immediate needs in the way of food, shelter, transportation, defense, ceremonial activities, and perhaps some socially induced amenities such as mouthwash, tobacco, alcohol, deodorante drugs, plumbing, sporting events.
