ABSTRACT

President Gerald R. Ford held a White House conference on the economy in September 1974 and the Science Adviser with the Science and Technology Policy Office and the Energy Policy Office as the staff offices, was invited to participate. One question in Mr. Ford’s mind had to do with the reestablishment of the President’s Science Advisory Committee as part of the total package of the science-advising structure. The President wanted Vice President Rockefeller to take a leadership role in the affairs of science and technology in his administration. The unit of staff within the National Science Foundation which supported the Science Adviser role was the Science and Technology Police Office under the direction of Russell Drew. The Federal Council on Science and Technology, which had been continued during the “out” period, was to become the Federal Coordinating Council for Science, Engineering, and Technology, which immediately acquired the name “FDQT.”
