ABSTRACT

In Germany, historically, a divided social security system has grown up, in which responsibility for different parts of what was originally an integrated social service by law was divided between various institutions. Rehabilitation also has elements of secondary prevention: measures to minimize risk factors are, for example, a key component of rehabilitation, as is practiced in Germany. In the German health insurance system, the approach to prevention is often confined to the World Health Organization concept of primary prevention. With regard to the definition of the thematic concepts "prevention, rehabilitation and cure," this means that a strict distinction or delimitation of "curative" and "rehabilitative" therapies on the one hand, and preventative measures on the other, cannot be strictly sustained either in terms of content, or method or time. The project is planned to introduce Rehabilitation-Management-Categories on a pilot basis for cardiology and orthopedics.
