ABSTRACT

This chapter describes the programs included in the grants, the changes in funding levels, and the federal controls remaining over state expenditure of block grant funds. The reconciliation act consolidated twenty-one categorical grants, administered by the Department of Health and Human Resources, into four block grants: primary care, preventive health, alcohol, drug abuse, and mental health, and maternal and child health. While states will have considerably more responsibility for and control of the programs included in the block grants, not all federal control will lapse. Features included in each block grant are as follows. Distribution formulas for the new grants in most cases are principally based on the proportionate shares received by states in fiscal year 1981 for the programs consolidated and broad provisions against discrimination are included in each block grant. The reconciliation act requires each state to make an annual submission with respect to each block grant prior to receiving funds.
