ABSTRACT

The Youth Conservation Corps (YCC) provides summer jobs on federal and state lands for youths aged fifteen to eighteen. Funds go to the Interior Department, the Department of Agriculture, and the states which provide these summer jobs. The jobs are typically minor construction, maintenance, and visitor services at parks and recreational areas. Though the program has never been large, it grew rapidly at the outset and has stabilized. The reconciliation act specified that no funds could be appropriated to carry out the Youth Conservation Corps Act of 1970 for fiscal years 1982, 1983, or 1984, which effectively eliminated the program. In fiscal year 1981, the Supplemental and Rescission Appropriations Act reduced funds available to the YCC by $34 million. This rescission reduced the outlay estimate for fiscal year 1981 from $60 million to $26 million and in fiscal year 1982 from $8.4 to $1.4 million.
