ABSTRACT

The Urban Mass Transportation Administration (UMTA) operates under the authority of the Urban Mass Transportation Act of 1964. Its overall objectives are to assist in the development of improved mass transportation facilities, equipment, techniques, and methods; to encourage the planning and establishment of areawide urban mass transportation systems; and to help state and local governments in financing such systems. The major emphasis of UMTA funding is to provide grants or loans to help communities acquire, improve, and maintain capital equipment and facilities and to provide operating subsidies. UMTA is involved in several other program areas. One such program involves research, development, and demonstration of all phases of urban mass transportation. UMTA also provides grants to governmental bodies to provide fellowship training for persons employed in public transportation positions. Allocations for UMTA's programs are based on formulas. The appropriations process cut more from UMTA's budget.
