ABSTRACT

Health incentive formula grants provided unrestricted aid to supplement and support medical services provided by state health authorities. Grants administered by the Department of Health and Human Services were to be turned over to state control, on state request, in fiscal year 1982. States must operate the block grant under a number of special provisions included in the reconciliation act. Health and Human Services (HHS) block grant regulations apply to the preventive health and health services block grant. Legislation reduced funds available for preventive health services by nearly 36 percent in fiscal year 1982. The Reagan 1983 budget proposed funding for the preventive care block grant of $82 million, the same level as authorized under the continuing resolution for fiscal year 1982. The reconciliation act consolidated these eight programs into a block grant, established new programmatic requirements and guidelines, and authorized the block grant through 1984.
