ABSTRACT

To reach the first goal, a reduction in relief dependency of the present generation, there are two opposite approaches possible. One is to make relief hard to obtain, thus forcing members of the relief population to find alternative means of support. A second is to increase the productivity of the poor, to enable them to earn more than a poverty income. One should emphasize the second of these approaches, but the first also requires a brief comment. The public may want to choose a larger goal—the reduction of poverty. Let us examine this first from a static point of view, and then from a dynamic standpoint. The means used to achieve the first goal—reduction in dependency -are applicable here if their limits are perceived. A major constraint was the fact that the promotion of employment was applicable only to employables, who just comprise one part of the poverty population.
