ABSTRACT
The antipoverty effectiveness of transfer programs can be gauged by several criteria. The target efficiency with which in-kind programs reach the poor is one such criterion. In this study, two target-efficiency ratios will be presented for each of the in-kind transfer programs. They are described in Table 3. In each case, benefits from in-kind programs are measured at their cash equivalent value to the recipient household.
