ABSTRACT
Justifications for National Health Insurance ( n h i ) have undergone a gradual but noticeable change in recent years. In the early 1970s the most common arguments for n h i were based on the need for improving access to medical care among people who did not have adequate insur ance coverage or who could not otherwise afford adequate care. Since that time an argument has evolved that n h i is needed to control rapidly expanding costs for medical care.
