ABSTRACT

Justifications for National Health Insurance ( n h i ) have undergone a gradual but noticeable change in recent years. In the early 1970s the most common arguments for n h i were based on the need for improving access to medical care among people who did not have adequate insur­ ance coverage or who could not otherwise afford adequate care. Since that time an argument has evolved that n h i is needed to control rapidly expanding costs for medical care.
