Delay in processing is a serious problem in both civil and criminal court cases. Civil cases, for example, often take many years from filing to trial-if there is a trial at all. Such delay is harmful to the injured plain­ tiff, who must wait to be compensated for injuries, and to the judic ial system because witnesses sometimes forget, disappear, or die before the case comes to trial.
