ABSTRACT

The chapter briefly aims at presenting the Norwegian oil experience from a policy perspective, looking at the challenges of developing an independent oil industry while attempting to avoid pitfalls such as deindustrialisation and the ‘Dutch disease’. It first presents the historical milestones of Norwegian petroleum policy prior to a discussion of how local content is an international issue. Thereafter follows an analysis of the various policy measures including the Petroleum Fund, concluding with a discussion of resource risks and opportunities.
