ABSTRACT

At the secondary level, perhaps more than at any other, language policy in education is directly related to the immediate manpower needs of Zambia. The demand created by independence in 1964 for qualified Zambians to fill positions opening up in the new government as well as the private sector was overwhelming. The very rapid expansion of the secondary school system to satisfy this demand, in addition to curriculum changes necessary to meet new needs, and the absorption of already qualified Zambians into new positions left secondary schools very heavily dependent on expatriate personnel. Two of the most urgent needs of the country, therefore, were to increase the supply of Zambians with secondary and higher education, and to train Zambian teachers for secondary schools. The chapter concerns the role and teaching of English and Zambian languages at this level.
