ABSTRACT

This chapter intends to elucidate various aspects of normative politics in the European Union (EU) external actions. It focuses on the unintended pacifist practices that have come about because the EU has been forced to respond to regions that would conventionally be the target of security policy, with a policy of sustained socioeconomic cooperation. Certainly, the European Neighbourhood Policy (ENP) has been a popular target for EU studies; however, EU enlargement studies have focused primarily on examining distinctions between neighborhood policies and enlargement processes from the perspective of the influence of EU norms. As will be discussed, European Neighbourhood Instruments cross-border cooperation is a sustained and repetitive effort to project this style of constructing Europe beyond the EU territory. Funding for the Macro-Regional Strategies project depends on the budget allocated to the EU's regional policies. The ENP is the EU's external normative politics in practice.
