ABSTRACT

This chapter introduces the grand strategy debate – or lack of it – in the United States today. It contrasts the dominant strategic perspective, primacy or liberal hegemony, against the strategy of restraint. After summarizing the critique of liberal hegemony and the case for restraint, this chapter outlines what a grand strategy of restraint might look like and briefly assesses the political prospects for a move toward greater restraint under the Trump administration. The chapter ends with a road map to the rest of the volume.
