ABSTRACT

This chapter examines neo-liberalism in Malaysia’s housing policies with a focus on regulatory practices that have been put in place to ensure private sector operation. A discussion of international trends in the neo-liberalisation of housing policies is followed by an overview of Malaysia’s particular demographic and economic context that has dictated its housing policies and performance. The government’s housing policies including its unique brand of neo-liberalism and the respective roles of both the public and private actors in the delivery of low-cost housing is then highlighted. The final section discusses the recent measures implemented by the state to check the market.
