ABSTRACT

This chapter divides the process of the expansion of secondary education in Korean since 1945 into several periods, aiming to illuminate the characteristics of the policy decisions and key strategies. The first section summarizes the expansion of secondary education through the rollout of equalization policies in 1974. The second section considers the role of private schools in the expansion of secondary education. The third section then shifts to considers the position of vocational high schools within the expansion of secondary education. It points out that in the Korean system the cooling out function for the entrance examination competition does not occur. Instead, the fever induced by educational competition continues to be overheated.
