ABSTRACT

In addition, a number of changes affecting the coverage of occupational accidents have been introduced during the reference period considered in this paper (1995-2015). New regulations have been released in the frame of the Spanish Occupational Health and Safety Strategy (Gobierno de España, 2007), which was launched in 2007 with the aim of achieving a continuous and significant reduction in the level of accidents at work and this way approaching the mean figures for the European Union in work accidents and occupational illness. Thus, Law 20/2007 (BOE 166, 2007) established mandatory coverage of occupational accidents for self-employed workers, but only for those workers economically dependent. Next, Law 27/2011 (BOE 184, 2011), which entry into force has been delayed, will extend mandatory coverage of occupational accidents for new self-employed workers with more than 30 years. Moreover, the special sector of self-employed agricultural workers moved to the self-employed regime with mandatory coverage in 2008 and the rest of agricultural workers moved to a new special regime of general social security with mandatory coverage in 2012 (BOE 229, 2011 & BOE 277, 2011). These factors are relevant for the risk of injury in the workplace.
