ABSTRACT

This chapter provides an overview of developments in Japan-Vietnam relations and re-examines the implementation of the "strategic partnership" between the two countries. The two countries issued the Japan–Vietnam Joint Statement toward a Strategic Partnership for Peace and Prosperity in Asia, in which the two sides expressed their determination to further expand and strengthen bilateral relations as strategic partners. Japan reopened economic cooperation with Vietnam in November 1992, and became the largest provider of Official Development Assistance (ODA). Japan and Vietnam have made progress in military and security cooperation with emphasis on the balance of power with China. China's increasing assertiveness in the South China Sea encouraged Vietnam to accelerate its "diversifying and multi-lateralizing" strategy in foreign relations. However, as demonstrated by the lack of good governance in some large-scale development projects, it is difficult for Vietnam to accomplish sustainable development under present conditions.
