ABSTRACT

Issue linkage, a tactic of combining two or more issues for specific purposes in negotiations, is probably the most important negotiating strategy and tactic adopted by both the European Union (EU) and China in their relationship over the years. To a large extent, the EU and China could both be said to use linkage power in their foreign (economic) policy.
