ABSTRACT

The need for the classification of districts in Yugoslavia became particularly acute after the administrative reorganization of the country in 1955 when the number of districts was reduced to 107. This chapter considers that the level of economic development of a region may be identical with its national income per head of the population while others take other factors into account as well. In any case, the "level of economic development" of a given region is certainly a difficult magnitude to measure. After extensive discussions with economists and statisticians, the Federal Institute for Economic Planning selected seven attributes for working out a classification list of republics and districts according to level of development of productive forces. The classification was made by Frechet's method on the basis of data for the ten following attributes: income, fixed capital, percentage of economically active population, roads, railway lines, income from farming, income from industry, income from tertiary activities, literacy, average expectation of life.
