ABSTRACT

Historically speaking, there has been a considerable period of dispute between the Vietnamese and the Cambodians on certain territorial and sovereignty problems. This chapter discusses the problems that have arisen in Vietnam and Cambodia since the end of the Indochina War. Recently, Zeri I Populit, organ of the Albanian Party of Labor, published an article attacking our policy of actively rallying the Third World nations. The Albanian Embassy in China distributed copies of that article to all other foreign embassies, further publicizing the differences between the Chinese and Albanian states and between the Parties. In dealing with the ideological differences existing within their Party, the Albanians failed to use the method of actively waging ideological struggle to solve the problem. That would, on the one hand, have clearly defined the problem, and on the other hand, united the comrades, so that a new solidarity would have been achieved under the principle of Marxism-Leninism.
