ABSTRACT

In his statement on the question of the so-called "Hoa people in Vietnam" of May 27, 1978, the spokesman of the Ministry of Foreign Affairs of the Socialist Republic of Vietnam distorted the facts and made unfounded countercharges in an attempt to put the blame for the expulsion of Chinese nationals on the Chinese side. Resorting to sophistry and futile denials, the spokesman of the Vietnamese Foreign Ministry attributed the massive expulsion of Chinese residents to "information" spread by "certain bad elements among the Hoa people" and said that this was "a deliberate act." The way things developed fully shows that it is no other than Vietnam itself that, out of its needs in domestic affairs and international relations, has adopted and systematically pursued a policy of discrimination, ostracism, persecution and expulsion of Chinese residents. This is a grave anti-China step taken by the Vietnamese side in a deliberate attempt to undermine Sino-Vietnamese relations.
