ABSTRACT
Farmland water conservancy activity in China has had a long history, and the working people of the past have left behind many valuable legacies. The construction of farmland water conservancy projects, however, only lays a good foundation for increases in farm output; irrigation management is required to make them effective. The progressive extension of planned water utilization preliminarily overcame such backward irrigation techniques as flood irrigation with large amounts of water and irrigating only in the daytime. The contents of water use management include planned water utilization, canal system water measurement, reduction of water loss in the canals to increase the utilization rate of irrigation water, irrigation experimentation. The purpose of management of facilities is to facilitate the implementation of water utilization management and project management. The main facilities include: communications facilities, water measurement equipment, groundwater survey equipment, management roads, management buildings, experimentation stations, and other auxiliary equipment.
