ABSTRACT

This chapter summarises and reviews two studies instigated by the UK Overseas Development Administration into aspects of land resettlement in Zimbabwe. The first, in 1988, was a preliminary evaluation of the Land Reform Programme implemented with substantial financial assistance from the UK and other donors since independence in 1980. The second was a report on a land appraisal mission aimed at 'drawing up proposals for a new Land Reform Programme to be assisted by the British Government' undertaken eight years later in 1996. Prior to the mission team arriving in Zimbabwe, the Ministry had produced a new policy paper on land which outlined government's intentions for carrying out resettlement. This policy paper was prepared specifically to guide the thinking of the appraisal mission. It was welcomed as a very positive step forward as the paper indicated a pragmatic and flexible approach to resettlement.
