ABSTRACT

This chapter argues that economic and political globalisation has excluded the masses, while the globalisation of communication about conflict is more inclusive in its reach. A consolidated definition of terrorism to include action involving the use of firearms and explosives with the purpose of advancing a political, religious or other cause and designed to influence government, intimidate the public. The Prevent programme aimed principally to affect hearts and minds, recognise 'the way in which some terrorist ideologies draw on and make use of extremist ideas which are espoused and circulated by apparently non-violent organisations'. The Prevent programme sought a unifying theory that explains why people do these things, identify those individuals, and stop them before they acted. Prevent attempted to identify those individuals at risk of doing harm, and support Muslim communities in addressing grievances and strengthening their resolve against extremist narratives. Prevent was intended to build community capacity.
