ABSTRACT

High-quality treatment and the great majority of highly qualified doctors are concentrated in Grade-3 hospitals. People lack confidence in the medical skills of doctors in community clinics. The imbalance in distribution of medical resources in such hospitals relates to the lack of what in China is called a tiered diagnosis and treatment system. Mobile Internet technologies are leading to innovations and transformations in medical service models. Chinese people in both cities and rural areas have been complaining about how hard it is to get medical care and how expensive such care is. This is a reflection of two main problems in China's medical system. One is the undersupply of medical resources and particularly high-quality resources. China started using new models in medical services rather late. At the beginning, telemedicine was simply set up among medical organizations. Policies regarding telemedicine still restrict it to occurring between medical organizations.
