ABSTRACT

The weakness of the Tunisian constitutional system represented one of the main factors of popular discontent manifested through the revolution. What new legal foundation does the 2014 Constitution provide for Tunisia’s foreign policy? Compared to the old constitution, also briefly outlined in this chapter, the new constitution explicitly mentions foreign policy as the one policy area in which the head of state and the head of government must consult each other and cannot decide or act unilaterally. What is more, the 2014 Constitution provides a decided direction in terms of orientation and priorities, mentioning, for example, its moderate Islamic-Arab identity.
