ABSTRACT

Starting as the CSCE Mission in September 1992, the Spillover Monitor Mission to Skopje is the oldest still existing Mission of the OSCE. With the major transformation of the OSCE as an organisation, new tasks were devoted to the Mission. Before starting to describe the activities in detail it is important to have a view of the host country, the way the Mission was established and its mandate. The host country, the Former Yugoslav Republic of Macedonia is located geographically in the centre of the Balkans and is of crucial importance for the stability of the region. It is worth noting also that when the Mission was set up the Former Yugoslav Republic of Macedonia had only observer status in the OSCE. Following the Kosovo crisis, many countries decided to allocate funds for bilateral aid and development projects in Macedonia.
