ABSTRACT

Increased investment in the development of human resources is a central element of the Union strategy to strengthen medium-term growth, improve competitiveness of the European economy, create more jobs and promote solidarity. The great technological changes and rapid shifts in work patterns put a premium on investment in human capital. The Commission will analyze current developments in the Member States, the extent of convergence of policies and the links with labour-market and macro-economic policies, with a view to the identification of common problems and objectives. The Commission will publish a Green Paper on the legal, administrative and practical obstacles concerning young people on trans-national placement in another Member State as part of their vocational training. Freedom of movement is one of the fundamental principles of the European Union. The freedom to move from one country to another to work, study and reside is also one of the most tangible benefits of the Union for individuals in the different Member States.
