ABSTRACT

This chapter aims to provide an evaluation of a number of programmes, implemented by the NAR, the government in power until December 1991, which were targeted at assisting informal sector participants and small business development. The first author spent a period of time working in each of the schemes, and in a number of governmental departments, where the data for this chapter were gathered. Following an introduction which considers the history of informal sector legislation in Trinidad, the chapter presents a brief evaluation of the main informal sector programmes which were operative in 1990/1991, and outlines the perspectives of informality held by government departments involved with the sector. Secondly, the chapter focuses specifically on a particularly important programme, the Youth Training and Employment Partnership Programme (YTEPP), where the first author spent a number of weeks working with the participants. Within this section, data collected using social surveying techniques to determine the views of YTEPP participants, are also presented.
