ABSTRACT

The Maputo Development Corridor (MDC) is essentially an economic corridor linking Gauteng province in South Africa, to its closest port, namely Maputo in Mozambique. The MDC initiative focuses on the rehabilitation and upgrading of trade and transport links as a basis for encouraging a broad economic development of the area. The MDC was initiated on the basis of four objectives. They were firstly, to rehabilitate the core infrastructure along the MDC with minimum impact on the fiscus. Secondly, to maximise investment in both the inherent potential of the MDC area and in the added opportunities which infrastructure rehabilitation creates. There were a number of key principles that underpinned the MDC initiative. Prime among these was co-operation, collaboration and integration in terms of economic policy and strategy. Prior to the political changes in South Africa, the rest of the region had not been able to design and implement collaborative and integrated economic policies and strategies that included South Africa.
