ABSTRACT

The fishery sector is one of the mainstays of Northwestern Russia’s econ­ omy, and in particular that of Murmansk Oblast. The aim of this chapter is to present the system for regulating the activities of the Northwest Russian fishing fleet and discuss tensions between management bodies at the federal and the regional level.1 The main question is whether there has been a transfer of management responsibility from the federal to the regional level following the disintegration of the Soviet Union.
