ABSTRACT

The aim of this chapter is to describe the development within the military sector of Northwestern Russia in the post-Soviet period, and to dis­ cuss how it has affected the northwestern regions in general and their relations with the centre in particular.21 have chosen to focus on Murmansk Oblast - one of the most militarised regions in the world and home to the Northern Fleet - and on the defence industry complex in Severodvinsk (Arkhangelsk Oblast).3 First, however, the development at the federal level will be examined in somewhat greater detail.
