ABSTRACT

It is of some significance that whilst the Elton Report is entitled Discipline in Schools, in many people's minds the Enquiry upon which the Report is based was mainly concerned with disruptive behaviour. Education Observed 5, started with the premise that 'good behaviour is a necessary condition for effective teaching and learning to take place' and drew its conclusions from a number of specific visits to schools where high standards of behaviour were known to exist. In the end, both Reports reached the same conclusion, that the behaviour of pupils in a school is influenced by almost every aspect of the way in which it is run and how it relates to the community it serves. The Devon Psychological Service is not alone in wanting to move in the direction of providing consultancy service to schools, nor is it necessarily any more advanced than any other Services in the United Kingdom or the USA.
