ABSTRACT

A wide range of frameworks has been proposed to help organizations identify which performance indicators they should use to measure organizational performance. There have been numerous examples of higher education institutions (HEIs) across the world that has taken a Balanced Scorecard approach to managing strategy and performance. Much of the focus in the field of performance measurement is on the question of what to measure. This chapter highlights the importance of having an appropriate data infrastructure, and examines their characteristics in the context of research assessment and management. The conversion of data into information is based on analysis and interpretation. In the field of quality management, the PDCA cycle is a well-established improvement methodology which incorporates four stages: Plan, Do, Check, Act. The field of psychology contains extensive research on decision making. The vast majority of decisions are based on a combination of rational (evidence-based) and judgemental/intuitive elements.
